Local Planning Policy – Rear Lanes

The Shire of Katanning has developed a new (draft) Rear Lane Policy.

At the 28 July 2026 Meeting, Council resolved to advertise the new (draft) Rear Lane Policy…seeking public comment.

The purpose of the Policy is to provide guidance on the use of rear lanes as a primary source of vehicular access to landholdings where conventional access from the primary street frontage is impractical or unavailable.

The objectives of the Policy are to:

  1. Facilitate the orderly use and development of land where rear lane access is necessary;
  2. Ensure rear lanes can safely accommodate vehicular movements associated with adjoining land uses;
  3. Promote attractive, functional and secure development adjoining rear lanes;
  4. Encourage passive surveillance and community safety;
  5. Ensure landowners contribute appropriately toward infrastructure upgrades required to facilitate development; and
  6. Protect the long-term function of rear lanes as part of the local road network.

The Policy allows for Council to support the use of a rear lane as the primary source of access where access via the primary street frontage is unavailable, impractical, or would result in an inferior planning outcome.

How to make a submission

Comments on the proposal are now invited and can be emailed to admin@katanning.wa.gov.au or posted to the Shire’s Chief Executive Officer at PO Box 130 KATANNING WA 6317 by no later than 4pm Tuesday 1 September 2026.

All submissions must include the following information:

  • Your name, address and contact telephone number
  • How your interests are affected; whether as a private citizen, on behalf of a company or other organisation, or as an owner or occupier of property
  • Address of property affected (if applicable)
  • Whether your submission is in support of or objecting to the proposal and provide any arguments supporting your comments.

All submissions received may be made public at a Council meeting and included in a Council Agenda, which will be available on the Shire’s website, unless a submission specifically requests otherwise.
