Katanning Shire Matters is a newsletter printed in the Great Southern Herald on the second Thursday of each month, which summarises events and news within the Shire of Katanning. Council Highlights

At the February Ordinary Council Meeting for the Shire of Katanning, held on 23 February 2023, the following items were approved:

Reconciliation Action Plan  - Endorsement
The Shire of Katanning Team in partnership with, Katanning Noongar Leadership Group, Katanning Noongar community and Reconciliation Australia have drafted the Shire of Katanning’s Reflect Reconciliation Action Plan (RAP). The RAP is a strategic document that supports the organisation's strategic community and business plan. It includes practical actions that will drive the organisation's contribution to reconciliation, both internally and in the communities in which it operates. Council adopted the Shire of Katanning, Reflect Reconciliation Plan January 2023 January 2024 and considered including the project in the 2023-2024 budget to the value of $10,000.

Conduct of 2023 Local Government Election
Council declared, in accordance with Section 4.20(4) of the Local Government Act 1995, the Electoral Commissioner to be responsible for the conduct of the 2023 ordinary elections together with any other elections or polls which may be required. Council also decided, in accordance with section 4.61(2) of the Local Government Act 1995 that the method of conducting an election will be as a postal election.

Katanning Art Trail Strategy
The Katanning Art Trail Strategy provides a guide for the development of art in public places within the Katanning townsite and surrounding areas. It builds on the work already undertaken by Council and the Community in enhancing the public realm both through art and landscape development projects. The focus on the telling of Katanning stories is important for recognizing Katanning’s origins and history and building cultural connectedness and understanding through public art projects. Council endorsed the 2022 Kaat-nyiny: Katanning Public Arts Trail Strategy as presented.

Retail Trading Hours Extension - Public Holidays
Retail trading hours in Katanning for general retail shops are regulated by the Retail Trading Hours Act 1987. The Shire of Katanning has permanently extended retail trading on Sundays 10am to 5pm. Trading on public holidays is not permitted unless an application to vary retail trading hours on public holidays is submitted to the Department of Mines, Industry Regulation and Safety - Consumer Protection Division (Consumer Protection).

Council agreed to make an application to the Department of Mines, Industry Regulation and Safety - Consumer Protection Division (Consumer Protection) seeking an extension to Retail Trading Hours in the Shire of Katanning for the following dates:
  • Monday, 10 April 2023: 10am-5pm  
  • Monday, 5 June 2023: 10am-5pm  
  • Monday, 25 September 2023: 10am-5pm
Council noted that should approval be granted, that Local traders have the right to exercise individual discretion whether to open or not during the proposed trading extension and will undertake community consultation to ascertain views in the community on permanent trading on public holidays (other than on Christmas Day and Good Friday) between 10.00am and 5.00pm and ANZAC Day from 12.00noon to 5.00pm in the Shire of Katanning.

Community Grants Program 2022-2023 Round 2

The Shire of Katanning Community Grants Program (CGP) provides funding support  towards projects that promote community capacity, improve social participation and inclusion as well as enhance community harmony and social cohesion.

There are three CGP categories that are available to community organisations:
  1. Minor community grant under $5,000 (ex GST)
  2. Major community grant over $5,000 (ex GST)
  3. Triennium community grant (Minor and Major available)
Each application will be assessed against the following criteria:
  1. Does the project:
    • Meet a community need?
    • Benefit a sufficiently broad, or diverse, target group?
    • Align with the Shire of Katanning community vision?
  2. Does the organisation have the capacity to undertake and manage the project?
  3. Does the application represent value for money?
Collaborative community wide projects are encouraged.

To submit an application for CGP funding, applicants must complete an application form located on the Shire of Katanning website at www.katanning.wa.gov.au/community-grants.aspx or at the Shire of Katanning administration building.

Not long now until the Katanning Harmony Festival presented by Act Belong Commit on Friday 24 and Saturday 25 March 2023 where our theme is about Reconnecting Communities! The annual event showcases the positive aspect of Katanning's cultural diversity as the community comes together to offer a festival that promises colour, culture, connection and excitement. 

We are excited to finally have our full scale festival back in its glory and showcase the incredible range of cultures we have here in Katanning and the Great Southern Treasures region! Only three hours from Perth with a variety of accommodation available, the festival has established itself as one of the highlights on the Great Southern Calendar with about 5,000 people expected to attend.

On Friday Food Night, head down to Katanning Town Square from 5pm - 8pm and grab something delicious while enjoying live entertainment. See an incredible connection between cultures as local Noongar Elders perform a special Welcome to Country for new members of the community from the Samoan Islands, Tokelau, Fiji and Vanuatu who will then perform their own traditional dances and songs. Cap off the night with music from local band Winston Brothers Acoustic.

On the main day of the festival on Saturday 25 March 2023 from 12pm - 6pm, walk down Austral Terrace through a colourful display of cultural diversity!

The Fabulous Famous Sharon is back in Katanning as our stage host for Saturday. Start the day with an International Flag Parade through and share a passion for culture with our feature act, the Roztiazhka Ukrainian Cossack Dancers.

Immerse yourself in performances from local Samoan, Tokelauan, Fiji and Papua New Guinea groups and enjoy entertainment from the Tara Irish Dancers, Sound Bites World Music, Albany Pipe Band, Katanning Malay Drummers, Starz Dance Company, Muchos Mariachi Band, Katanning TaeKwonDo Club, a traditional Indian dancer and more.

Enjoy flavours from around the world at the International Food Village and take home some treasures from the stalls at the festival! See live demonstrations and resources at informational and service marquees.

There will be lots of fun had at the Kids and Youth Zones with ‘have a go’ workshops by Spare Parts Puppet Theatre and Ricochet Circus. Take part in hoop shooting with Basketball WA, create cultural crafts, play with bubbles and participate in drumming workshops.

Visit the Cooking to Connect tent to share stories and recipes from local women and go in the draw to win one of 30 bags of ingredients to make the recipes. Spend time at the Ramadan tent to learn about Ramadan and what it means from the local Cocos Malay community by attending the Ramadan Q&A and joining in the Ramadan card making activities.

For those with sensory issues or need a safe space for babies, there will be the APM Quiet Space tent and a tent for parents and bubs at the festival.

March Ordinary Council Meeting - Thursday 23 March 2023

The next public Ordinary Council Meeting for March will be held in Council Chambers in the Shire of Katanning Administration and Civic Centre, located at 52 Austral Terrace, Katanning, commencing at 6:00pm.
 
The agenda will be on the website prior to the meeting at: www.katanning.wa.gov.au/documents/council-agendas

Ordinary Council Meetings for 2023 are held on every fourth Thursday of each month (unless otherwise advertised) and are open to members of the public. A period is allocated in every agenda for public question time.

The Council considers all items on the agenda and makes a formal resolution on each item. Members of the public wishing to submit a question may do so in writing to the Chief Executive Officer by email: admin@katanning.wa.gov.au by 2pm on the day of the Council meeting.

Notice of Annual General Meeting of Electors

The Annual General Meeting of Electors will be held on Thursday 23 March 2023 commencing at 7:00pm in the Council Chambers at the Shire of Katanning Administration and Civic Centre 52 Austral Terrace Katanning.  

The purpose of the Annual General Meeting of Electors is to receive the Annual Report for 2021/22. The order of business will be as follows: 

  1. Receipt of the Annual Report for 2021/22.
  2. General Business.

 A copy of the Annual Report will be available by contacting the Shire of Katanning Administration and Civic Centre 52 Austral Terrace Katanning or by visiting the Shire website www.katanning.wa.gov.au

Electors wishing to raise specific issues during general business are encouraged to contact Chief Executive Officer, Julian Murphy on 9821 9999 prior to the meeting so that appropriate information can be made available on the night.

Water Corporation Notice: Water pipe renewal Carew Street & Claude Street Katanning

Water Corporation is currently replacing a water pipe along Carew Street, the work is estimated to take 4-5 weeks to finish. Claude Street will begin this month.
 

Your water connection will stay on while this work is taking place. Water will only be out only when connecting properties along those streets to the new pipe. Residents will be notified in advance when this is happening.

Thank you for your patience while this work takes place. Affected residents should have received a letter from the Water Corporation in February.

Disability Access and Inclusion Plan 2023-2027

All Western Australian Local Government Authorities are required to develop and implement Disability Access and Inclusion Plans in accordance with the Disability Services Act (1993) to ensure people with disability have the same opportunity as others to access council services, facilities, information, employment and civic participation. The Shire of Katanning offers many services that ensure the community is inclusive of people with disability and their families.

The Shire of Katanning is currently developing the Disability Access and Inclusion Plan for 2023-2027 and we would like your feedback to help inform the future direction and actions of the plan to implement positive change.
